Q&A - Preparing Resolutions for the 2007 Metropolitan Washington, D.C. Synod Assembly WHAT IS A RESOLUTION? A Resolution is a way to bring business before the Synod Assembly, which is the synod's highest legislative authority. Examples of Resolutions adopted in 2006 can be found here. WHO CAN SUBMIT ONE? Rostered leaders of the synod, congregation councils, congregations, or synodical units WHAT IS THE DEADLINE? Resolutions must be received by May 7, 2007. WHAT IF IT IS AFTER MAY 7? Resolutions presented after the deadline which are not germane to the business of the Assembly will not be heard unless the Assembly votes (2/3 affirmative) during its meeting their desire to bring the resolution to the floor for debate. At past Assemblies, consideration of such Resolutions, should the Assembly vote to hear them, has been on Saturday mornings. HOW DO I SUBMIT A RESOLUTION? Submit to the Rev. Richard Graham*, Secretary of the Synod, who will forward it to the Committee on Reference and Council (R&C). WHAT SHOULD IT LOOK LIKE?
WHAT DOES THE COMMITTEE ON REFERENCE AND COUNSEL DO? The purpose of R&C is to guarantee the "best possible hearing" by the Assembly of submitted resolutions. R&C operates independent of agreement or disagreement with the content of submitted resolutions. In dialogue with the presenter(s) of the resolution, R&C will review and address the resolution's communication of intent, format, accuracy, and so forth. *HOW DO I GET A RESOLUTION TO THE SYNOD SECRETARY? Resolutions should be submitted 1) via hard copy to 4201 Guliford Dr., College Park, MD 20740, or fax to 301-927-5508; and 2) electronically (Rich Text Format preferred) to the Rev. Leah Schafer, R&C Chairperson, at pastorlks@cox.net.
